Village of Black Creek is requesting Bids for the construction of the following Project:
BURDICK STREET MILL & OVERLAY

The Village of Black Creek will receive and accept bids ONLY through QuestCDN.com via the online electronic bid service (Quest vBid) for the construction of Burdick Street Mill and Overlay until 2:00pm on May 18, 2026. All bids will be downloaded and publicly read aloud during a virtual public bid opening that will be held at the day and time of the bid closing. All plan holders will receive information via Quest on how to join the virtual meeting prior to the bid opening.
The Project includes the following Work: Roadway improvements along E Burdick St. including milling and repaving existing asphalt pavement, curb and gutter replacement, driveway apron and crosswalk replacement.

Bidding Documents are available for download from Quest CDN at www.Quest cdn.com. You may download the digital plan documents for $45 by inputting Quest eBidDoc #10173490 on the website’s Project Search page. Please contact QuestCDN at 952-233-1632 or contact by email at [email protected] for assistance in free membership registration, downloading, and working with the digital project information. Prospective Bidders are urged to register with Quest CDN as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. Quest CDN requires the bidding documents to be downloaded from the site in order to submit a bid in the Vbid system. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through Quest CDN. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than Quest CDN.
Instructions to Bidders.
No proposal will be accepted unless accompanied by Bid security made payable to Owner in an amount of 5% of Bidder’s maximum Bid price and in the form of a certified check, or an electronic Bid Bond issued by a surety meeting the requirements of Paragraph 6.01 of the General Conditions. If after 15 days the bidder shall fail to do so, the certified check or bid bond shall be forfeited to the Owner as liquidated damages.
No bidder may withdraw their bid within 60 days after the actual date of the opening thereof.
The minimum wages to be paid on the project shall be in accordance with the wage rate scale established by local wage rates.
The project is funded in part by the Wisconsin Department of Transportation Local Road Improvement Program (LRIP).
Owner reserves the right to waive any informalities or to reject any or all bids.
